🇺🇬 “UGANDA IS SIX YEARS BEHIND.” Shyam Jay Tanna (Tororo Municipality) used the SONA debate to call for faster progress on railway and supporting road infrastructure. He said the project could reduce transport costs by 40%, cut travel time to Nairobi to about four hours, and create jobs and railway workshops in six major towns. 🇺🇬 TAYEBWA: THE TWO KEY INTERN DEMANDS HAVE BEEN RESOLVED Deputy Speaker Thomas Tayebwa says the two major issues medical interns raised have now been addressed. “We were demanding from the minister, one, that the interns should be paid. They reversed the decision, the interns are going to be paid.” “Number two, we are saying, the interns were demanding that they need to be allowed to graduate before they can do internship. And it has been resolved.”

🇺🇬 NAMBOOZE TO BALAAM: “WE CANNOT CENTRALISE ENFORCEMENT AND CLAIM TO DECENTRALISE SERVICE” Betty Nambooze Bakireke, Chairperson of Parliament’s Public Accounts Committee (Local Government), has questioned whether the Ministry of Local Government’s enforcement operations can become a sustainable model for fighting corruption and poor service delivery. While acknowledging the intervention, Nambooze argued that district Public Accounts Committees, internal auditors and other local accountability structures should be strengthened to detect and deal with these failures themselves, instead of repeatedly requiring intervention from Kampala. “We are now using national resources to chase what the district Public Accounts Committees, the local government committees and internal auditors should have flagged, queried and resolved in their own districts.” “That is duplication. Peter Paul Emaju (Kasilo County) in Serere district asked the administration at Parliament to explain if the budget allocated for travels abroad for MPs also sets aside money for MPs spouses to accompany them when they leave the country. However, Adolf Mwesige, Clerk to Parliament replied saying the travel budget only caters for the MPs and not spouses and this limit can only be lifted if the Administration of Parliament’s Act is amended to extend the privileges to their spouses.

🇺🇬 BARYOMUNSI BLAMES “EXTERNAL FORCES” AS MEDICAL INTERNS HOLD BACK FROM POSTINGS Minister Chris Baryomunsi says medical interns have been deployed to eligible hospitals and were expected to report between 3 and 14 August, as government continues consultations over their welfare concerns. In his response to Parliament: • He says he held a six-hour meeting with leaders of the medical interns. • He says government acknowledges concerns over the new policy measures on interns’ welfare. • He blames “external forces” for advising interns not to report for duty. • He argues that internship is a transition to becoming a fully licensed professional and that interns need to complete it to practise. • He rejects claims that interns run Uganda’s health system, pointing to facilities that operate without interns. • He says government expects to conclude consultations and present its final position by next week. 🇺🇬 LDC ENROLMENT: GOVERNMENT SAYS SEPTEMBER SHOULD BRING IMPROVEMENT Earlier on, Deputy Attorney General Jackson Kafuuzi responded to concerns over delays facing LDC graduates seeking enrolment into legal practice. 🇺🇬 Speaker Jacob Oboth Oboth questioned delays in the construction of Parliament’s chamber. He said the project has taken too long, despite funds being provided through the Budget and some money reportedly lying on Parliament’s account at Bank of Uganda. “A chamber taking from 2014 to date, unless you are building something else, but not that small Parliament.” The Speaker alleged that delays were not because money was unavailable, but because some people were interested in kickbacks. “Me, a son of a peasant whom God has blessed to be a Speaker, what else can you do to me?” He said his focus is on service and accountability, not personal gain.

On 6th March 2026, Anita Among boasted how by God’s grace, she will be the Speaker of the 12th Parliament, and went on to attack her critiques who describe her as an “Accidental Speaker” who only rose to the helm of the Legislature, following the death of former Speaker, Jacob Oulanyah, saying she was voted by 415 Members of Parliament. This assurance will be put to test today after MPs vote for the next Speaker.
