ICYMI: Decarlos Brown Jr, a career criminal with 14 prior arrests, attacked and killed Iryna Zarutska, a Ukrainian refugee. She boards her train in Charlotte, NC, sits down in front of Brown who pulls out a pocket knife and, for no apparent reason, violently stabs and kills Iryna from behind.
