My friend and partner, the late Senator Lindsey Graham, and I took up this fight together, united in the belief that America and the free world could not stand by while Putin wages his war of terror against Ukraine. 86 Senators voted for the Lindsey O. Graham Sanctioning Russia and Iran Act. President Zelensky supports it. Vladimir Putin opposes it. That should tell us everything we need to know. This is not Ukraine’s fight alone. There are moments when the principles we speak of—freedom and democracy, and the refusal to surrender either to tyranny—require something of us. This is one of those moments. Today, the House must stand with Ukraine—and stand on the side of freedom.

A nearly $1.8 billion DOJ-controlled fund cannot be created, defined, and distributed in the shadows. Today, I called on Acting Attorney General Todd Blanche to provide immediate transparency on the Department’s newly announced “Anti-Weaponization Fund.” By June 1, DOJ must answer three basic questions: Where is the money coming from? Who is eligible to receive it? And under what legal authority is DOJ creating a discretionary compensation fund of this scale without explicit congressional authorization, court approval, or judicial oversight? Nearly $1.8 billion in taxpayer money cannot be moved into a new DOJ fund without clear legal authority, defined eligibility standards, or oversight. The American people deserve to know where the money is coming from, who may receive payments from it, and what safeguards exist to protect taxpayers. Yesterday, I called on DOJ to provide those answers. And today, I introduced the Bipartisan Transparency for American Taxpayers Act with Tom Suozzi to ensure federal funds cannot be used for the “Anti-Weaponization Fund”. At today’s Senate Appropriations hearing on The Abduction of Ukrainian Children by the Russian Federation, I spoke to the truth behind that number: these aren’t accidents of war. They are intentional, targeted abductions meant to break a nation’s future. And we have a moral duty to respond. If Putin continues to abduct Ukraine’s children—or refuses to return every last child home—the Russian Federation will be designated a State Sponsor of Terrorism, as our bipartisan, bicameral legislation requires. And anyone who enables these crimes or bankrolls Putin’s war machine must—and will—be held to account. We face a choice: Peace Through Strength or War Through Weakness. History has recorded our predecessors’ choices. And history, too, will record ours.

Every dollar that reaches Putin’s war machine makes this war harder to end. Since Russia launched its illegal war against Ukraine, I have worked to tighten the economic vise on Moscow, target the industries sustaining its aggression, and close the gaps that allow the Kremlin to keep profiting while Ukraine keeps fighting. At today’s Ways & Means hearing, I pressed Treasury Secretary Bessent on the recent sanctions waiver extension involving Russian oil, whether our sanctions are strong enough, and Treasury’s readiness to implement tougher measures, including my Peace Through Strength Against Russia Act—which calls for a 500% tariff on Russian imports, and products from any country that continues financing their war machine. Peace through strength means using American economic power to raise the cost of aggression, defend freedom, and help secure a just and lasting peace for Ukraine.

The statement we received from the DOJ today was not good enough. This requires both a legal avenue and a legislative fix, which is exactly what Tom Suozzi and I introduced—and we are going to force this to the floor. This is bigger than any one instance. A 1956 law created an opening that gives far too much unchecked discretion to the Attorney General, invites conflicts of interest, and is plainly ripe for abuse. We saw that abuse play out here. Now we have a responsibility to fix it. I answer to no person or party in Washington. I answer to the people I represent. And they have been clear: they want us focused on affordability, accountability, and the issues that actually matter in their lives—not ballrooms or slush funds.
