Despite Habar Jeclo inhabiting the largest landmass of any clan in Somaliland, President Cabdiraxmaan Cirro has not implemented a single development project within their territory. This omission is neither the product of neglect nor administrative oversight; it is deliberate. Aware that he seeks re-election and that Habar Jeclo field their own presidential candidate, President Irro has calculated that he will receive no meaningful electoral support from this community. Consequently, he has focused resources on reconstituting the old Dhablibaax-alliance of the UDUB era, directing infrastructure and investment toward its constituent groups. Illustrative examples include: ¤ Strengthening the Garhajis support base through the Ina Guuxaa road, the Maydh–Ceerigaabo corridor, and the Hargeisa–Oodweyne–Burao highway; ¤ Addressing the priorities of the Gadabursi through construction of the Baki–Borama and Lawocada–Borama roads and many other smaller projects; ¤ Seeking to restore cooperation with the Ciise Muuse via a USD 20 million World Bank investment in Berbera’s electricity infrastructure, a price cap of 20 cents per kilowatt-hour, and related projects in the port city; ¤ Cultivating support among the Arab clan through the Baligubadle road and numerous smaller schemes. The only two clans entirely excluded from this programme of targeted development are the Habar Jeclo and the Sacad Muuse—the very groups that formed the backbone of the former Jeegaan alliance. One cannot fault President Irro for pursuing the calculated self-interest common to politicians: the strategic allocation of public resources to secure political advantage. The appropriate response, therefore, is not to petition him for inclusion. Rather, Habar Jeclo should withhold all cooperation from his administration and commit fully to ensuring that he is denied a second term. Just as his predecessor Tuur was prevented from returning to office, so too must this presidency be brought to a definitive close. ![[ My take on the recent developments in Laascanood and my honest suggestions to both the Somaliland government and it's people. ] The youth of Laascanood are increasingly asking why Firdhiye continues to reject the peace deal and the reopening of roads that would allow families to reunite and visit one another. Listening to their voices in this clip, two clear messages stand out: 1- “Heshiiska anagu waanu. taagersanahay” — [ We fully support the peace agreement.] 1- “Dadka iyo nafta ayaa isu baahan” — [ The people and their souls need each other. ] They also point out that lives have already been lost on both sides and argue that it is now time to prioritise the living and move forward. Since Somaliland’s new government ceased hostilities and shifted to a soft-power approach by extending an unconditional peace offer, it has begun winning the hearts and minds of many young people in Laascanood. At the same time, ordinary citizens are growing frustrated with their local leadership in Laascanood for blocking the reopening of trade routes. This decision continues to impose a heavy and unnecessary economic burden on communities already struggling with drought and widespread unemployment. I believe this moment marks the beginning of the end of the current impasse. Mounting public discontent with policies that damage daily life and restrict movement will inevitably increase pressure on the leadership in Laascanood to come to the negotiating table. [ Recommendations for Somaliland ] To build on this momentum, Somaliland should: ● Double down on its soft-power approach. The current leadership in Laascanood relies heavily on fear-mongering to convince people that harsh restrictions are necessary for their “safety.” Somaliland must counter this narrative by consistently demonstrating that it genuinely seeks peace and improved living conditions for all its people. ● Put heavy emphasis on immediately restarting people-to-people movement and trade. Because reopening roads and resuming the flow of goods would directly relieve the economic hardship caused by the suspension of trade and serve as the strongest proof of good intentions. ● Engage influential youth from Laascanood as peace ambassadors. These young leaders can speak to their communities with greater credibility than outsiders. Somaliland should actively identify, support, and empower them to advocate for peace from within. ● Prepare serious and credible concessions on power-sharing and resource-sharing before formal negotiations begin. The old divide-and-rule tactics have failed, as they were always destined to. Somaliland must come to the table with a genuine, attractive offer that gives the people of Laascanood a real sense of ownership and restores their confidence in a shared future. Anything less will lack legitimacy. However, if Somaliland is unwilling or unable to offer meaningful political and economic concessions, it should honestly reassess its position. In that case, it would be wiser to redraw administrative boundaries and exclude the Khatumo-administered areas rather than continue a policy that prolongs suffering and bloodshed on both sides. The proud people of Khatumo will not accept anything less than what they consider their fair share of political power. Denying this reality will only guarantee the continuation of conflict.
