Here China is pointing out the fact that the US has continued its lucrative trade with Russia, while it is putting enormous pressure on other countries to stop trading with Russia. I noticed already in 2014 that Germany was forced to stop much of its trade with Russia, so that US firms took those market shares. Sanctions are what others must suffer. The US is special and always above all rules.
