The outer bands of Typhoon Bavi continued to batter Changchun, destroying embankments along the Qingyihe River, a tributary of the Yitong River. Floodwaters reached depths of 2 to 3 meters at their peak, with water levels threatening to overflow at any moment. Changchun’s Fire Rescue Mobile First Brigade rushed to the scene with drainage vehicles, pump units, boats, and other equipment. Firefighters waded into waist‑deep floodwaters, reinforcing the damaged dikes with sandbags, setting up pumps for full‑force drainage, and even clearing clogged drains with their bare hands. As of the afternoon of July 13, emergency operations remain intense, with crews racing against the clock to protect nearby residents.
