Unmasking the Web of Terror: How a Somaliland Politician Allegedly Fueled ISIS Radicalization and Destabilization Across the Horn of Africa Faysal Ali Warabe, leader of the UCID party, is the father of Hussein Faysal Ali Warabe, also known as Abu Shuaib As-Somali, who was a key member and commander of #ISIS in Syria. Faysal Ali Warabe is also a close ally of the current President of Somaliland, Abdirahman Irro. Hussein joined ISIS in 2013 and oversaw or facilitated the recruitment of thousands of Somalilanders, including those living in Hargeisa and within the diaspora, into ISIS. Hussein eventually died in a U.S. airstrike on an ISIS base in Raqqa, Syria, on January 13, 2018. For five years, he was responsible for the radicalization of thousands of Somalilanders, indoctrinating them with extremist ideologies. These recruits were trained in Syria and then deployed to southern Somalia and Puntland to propagate extremist ideologies. This activity was allegedly supported by the Somaliland government to destabilize the region and advance Somaliland’s independence campaign by tarnishing the rest of the Horn of Africa with terrorism. The close link between ISIS, Faysal Ali Warabe, and Abdirahman Irro is evident. Ninety-eight percent of ISIS fighters in Puntland are either of Somaliland origin or foreign fighters from the Middle East and neighboring African countries. However, the leadership of this terrorist organization is predominantly native to Puntland. This is because they regard Abdulqadir Mumin, the current leader of ISIS, as their Amir, Maulana, or “Master” due to his lineage from the Majerteen clan, a sub-clan of the Darood, an Arab Qurayshi Banu Hashim tribe in the Horn of Africa that is part of the Ahlu Bayt. Both Somalilanders and foreign jihadists believe in the Banu Hashim’s divine right to rule. As Abdulqadir Mumin hails from the Majerteen clan, this gives him the perceived legitimacy to serve as their leader. This belief motivates jihadists to travel to Puntland to pledge allegiance (Bay’ah) to Abdulqadir Mumin and sacrifice their wealth and lives for their cause. It has been observed that those carrying out suicide bombings in Puntland are either foreign jihadists or Isaaq jihadists.
