My two cents on this is that it isn't even just the upscaling, but the frame rate is especially bad here. It's not too noticeable with the cartoon segments, but it's very obvious with the intro. Here's what the intro looks like when running at a correct 60fps.

Like with The Adventures of Super Mario Bros. 3, Super Mario World also had short previews made which preceded each episode. There were previews made for every episode, but only 3 of them were put on DVD, and most are still missing to this day.
