Chen Liangyu, the former mayor of Shanghai, was once seen as a capable and promising leader. He even delivered speeches in English. However, he was later arrested and sentenced to 18 years in prison for corruption. Many believe his downfall was not just about corruption, but also his alliance with former President Jiang Zemin and his efforts to protect Shanghai’s interests against Beijing’s central government. We need to understand that the Communist system regularly purges those who are capable and dare to challenge policies set by the top leadership, or who become too popular with the local public. In the end, it is often the mediocre, or those skilled at flattering their superiors, who rise to the top. Xi Jinping, often seen as undereducated, would fall into the former category. It almost seems that anyone in China who speaks fluent English ends up sidelined or worse, like Bo Xilai, Chen Liangyu, and Li Keqiang. Jokes aside, many political and social elites in the West, particularly those on Wall Street, have fundamentally misread how the Chinese system actually works.
