WATCH: Rosebert Waupan, one of the former Marines testifying in the Senate probe on the alleged flood control scandal, admitted there may have been an error in including the name of Rep. Leila de Lima on a list of officials allegedly linked to kickbacks. Senator Rodante Marcoleta questioned Waupan on why De Lima was included in the list, noting that she was not yet a member of the House of Representatives during the period being discussed. FLOOD CONTROL IN 2024? CHIEF OF STAFF TORRE? REWATCH: In an exchange with Senator Rodante Marcoleta, one of the former Marines testifying before the Senate claimed that former PNP chief Nicolas Torre III tried to convince them to stop supporting Orly Guteza in connection with the flood control issue in 2024. The witness also identified Torre as a “chief of staff” at the time. CONTEXT: The claim has drawn attention because the flood control controversy only gained national prominence in 2025 after President Bongbong Marcos raised the issue in his SONA. Guteza later surfaced as a witness during a Senate probe in September 2025. Torre was also neither PNP chief nor a chief of staff in 2024. He was serving as chief of the CIDG during that period.
