I am not claiming these folks are committing fraud - I am simply calling 'legit' listed businesses to inquire. *This was literally my first call to 'suspicious' looking foreign daycare in Maine.

The system is honor-based & they do not have a mechanism to check citizenship status - they only require a Maine ID. The state of Maine issues IDs to foreigners.
