Hitler was put in a position where he had no choice but to respond and terror-bomb London after Berlin was indiscriminately hit countless times, and yet he saw it as a great tragedy and it pained him to respond. Meanwhile Rudolf Hess was tormented by visions of rows upon rows of dead British and German children to the point that he naively flew to Britain to attempt to negotiate and stop the war. It's always a tragedy when civilians die, those celebrating random Russians or Ukrainians dying are just freaks.
