One of the most logical explanations of the Watchers... in the Book of Enoch is that they were an elite group of survivors or a breakaway civilization that was not supposed to mix with ordinary survivors, but only to watch over the masses and intervene when necessary. Part of this breakaway civilization fell in love with the "daughters of men," or the daughters of the ordinary survivors. They had children with them and shared their technology. As a result, they were expelled from the elite breakaway civilization.
