I don't specifically recall EVER seeing the eyewall features... of any tropical cyclone appearing to be *flashing* like a strobe light like this! The speed of rotation within the eyewall is so fast that each time the satellite image updates, each eyewall feature is in a totally different place, and this gives us the strobe light effect.
