断線した基盤を修理するのに使っているようですね。 逆にアマチュア無線だと0オームを取り外して制限解除したりしますが、、、

例えば、隣の線が信号線だとしたとき、内部パーツから高周波がでて信号がゆがむ場合、0オームをつけることで、そこに電波を呼び込むことができます。

in this case they are fixing a cut trace. in a normal usage it's frequently used as a placeholder for different board configurations where you can't leave a trace floating

it's a place holder. the board might be designed for several different jobs and they put that in there so during manufacturing they can swap it out as needed.

ここでは単純に腐食して断線した部分をつなげるためでしょうね。 本来の基板だと、そこをつなぐかどうかで機能のONOFF（ジャンパスイッチ的な）をするための物だったり、パターンがどうしても一発で書ききれない場合につなぐための物として使う場合もあります。
