Doesn't show how long had it been red for. They do get stuck from time to time and the solution isn't to wait 48 hours for it to be fixed. Looks like quite a queue had formed.

@BatterfishBlog It isn't safe for those after the first van (so the first 3 vehicles) to make that assumption given they wouldn't have good visibility.

This is a 55 second video, you’re pulling up to the lights and they’re red the entire time, it’s quite clearly obvious that there is a fault w/ the lights. Highway Code states that if the lights are faulty, proceed with care. Nothing happening here, just people following the HC.

Highway code Rule 176: "If the traffic lights are not working, treat the situation as you would an unmarked junction and proceed with great care." If you have concluded they are broken (and not on odd cycle), you can proceed.

with great care being the key phrase there. The first 3 we could argue are doing it with great care, the rest, just following the leader.
