I think this is a map of ship to shore radio stations. There used to be one north of San Francisco and if you look at the 20 second point in the video you will see a ship with the same transmit symbol going from it. Very cool find.

The original Axis and Allies board was notorious for being absolutely massive. Though this was obviously a custom board/setup with both how it folds out of the wall, and has a custom map focusing on North America instead of Eurasia and Africa.
