In 1996, the release of balloons in Ohio caused problems for traffic, waterways, and the environment. Drivers were distracted and visibility was reduced, leading to many accidents. Drivers also swerved to avoid the balloons or stopped to look at them. The balloons clogged waterways and made it difficult for the Coast Guard to find two fishermen who had fallen off their boat. The latex balloons, which were marketed as biodegradable, littered the environment and took years to decompose. Wildlife, especially birds and aquatic animals, were harmed by eating balloon fragments or getting tangled in them.
