Instead, they advised him to report the incident at his place of registered residence, a common practice due to China’s household registration system known as “hukou.” Following this advice, on January 20, the man made the journey to Jiangxi, where he is officially registered. With hopes of finally getting the legal wheels in motion, he was met with another refusal. The police in Jiangxi told him that they could not handle the case because the crime had occurred in Shandong, and thus, he needed to return there to file the report. This back-and-forth left the man visibly frustrated, questioning the system’s commitment to public service. He voiced his discontent, “Isn’t it said that we should serve the people? Why is it so difficult to file a case?” Undeterred, on January 21, he returned to Shandong for a third attempt to get his case documented. This time, the police in Shandong finally agreed to file the case. However, the process did not end there; he was informed that he would have to take on the responsibility of following up on the case himself. The police would merely file the report but would not actively pursue the investigation, leaving the man to handle what could be a complex process of gathering evidence, contacting witnesses, and possibly dealing with the legal nuances himself. This series of events not only underscores the jurisdictional complexities within China’s law enforcement but also highlights the personal challenges individuals face when navigating the legal system. It raises questions about efficiency, the allocation of police resources, and how the hukou system impacts access to justice.
