No, it's not hard-coded. The genomes hold a description of all the organism's components (neural networks, muscles, sensors, attack cells, etc.), which can, in principle, be arbitrarily large and complex.

In your simulation can evolution itself evolve (can you get meta optimization beyond just the standard fitness function being fit to?) I’ve never seen an artificial life system that allows the process of evolution itself to change & get better.
