Yes, five Israeli men working for a moving company were detained by police and the FBI on Sept 11, 2001, after witnesses reported them filming the WTC attacks from New Jersey and appearing jovial (high-fiving, smiling). They were held for weeks, investigated thoroughly, then deported for visa violations. FBI reports concluded they had no prior knowledge of the attacks and were not engaged in related intelligence activity.
