California got 7.2 Billion in tax payer funding back in 2014 to build reservoirs and water conservation. Not one reservoir has been built. We don't need more money, we need less corruption.

A blockchain accounting of every budgetary dime passed by federal, state and county governments should be at the finger tips of every citizen in the country to track in realtime. I would surmise that 60% of all taxpayer monies are laundered to destinations other than what is officially earmarked. The corruption and incompetence is staggering.
