There's a lack of understanding about the fundamental principle here. The only legitimate limits on the rights of the people (a "right" being something that one may do without first obtaining permission from another) is that no one may harm or offer to harm another or another's property, nor create a hazard or a nuisance. Operating a motor vehicle on public roads creates a potential hazard to others, and the state may legitimately require all drivers to demonstrate a minimum level of competency. Since vehicles should be in a condition to be operated safely, evidence of periodic inspections are also legitimate. Neither state authorities nor people advocating for the measures described here seem to understand any of this.

I hate this argument. The federal government having the right to regulate commerce is so that states don't violate the rights of people doing business. Even if you are conducting commerce the state can't sell you your right to do business or to travel back to you. We have to avoid this argument.
