The LLM has to acknowledge the users request when using the voice UX. Voice mode downgrades you to a non thinking model for super fast inference, but it is the dumbest model. If using the “thinking” variants (non-voice) it will honor requests for “no response”.

Grok voice does this too. It cannot stay silent. Its programmed to respond when spoken to. That overrides it following your direct request for no response Try it out with grok voice. It does the exact same thing.
