The man to whom Preckwinkle refers, Lawrence Reed, had been arrested a whopping 72 times (15 convictions, eight for felony offenses) prior to allegedly setting fire to a woman on the CTA. Reed was also supposed to be on EM at the time of the CTA attack. If 72 prior arrests and 15 prior convictions isn't sufficient "data" to demonstrate the failure of EM and the need to amend the SAFE-T Act, what does?
