Jan Oort invented the Oort Cloud to explain long period comets, but Oort thought comets originated near Jupiter and were flung outward. How that mechanism created a shell or cloud is beyond me, there is no Oort Cloud imo.

How come you never see a comet going upwards from The horizon? they always are falling down towards the horizon... Why is that?

I don't believe there is an Oort cloud #nooort . IMHO, we could be seeing Kuiper belt objects captured from other star systems. That's why they fly in at odd angles - because they are from other star systems not on the same plane as our solar system.
