I can envision an exo-skeleton-like system with extra-arms to control the hand-jets, and the operator uses voice-commands via throat-mic to control the movement (up, forward 10, forward slow, stop, down, etc.), thus freeing up the arms to hold a weapon.

Its like the DoD never thought of cheap exploding quadcopters.

Very cool. I can't think of a single practical use on any modern battlefield for such a noisy, inefficient thing... But for recruitment, well, that's different.
