Governments with power & less recourse: Less careful w/ other peoples money. Private individuals/ groups: Higher fudiciary duty, reputation & consequential loss attached & greater likelihood to act with more care. Likely also easier to manage as smaller. Large Goverenment or organisations are always more difficult to manage & overwhleming but also kept getting propped up as "too large to fail" or bailed out etc- so they also spiral into being kept alive when they should have died from redundancy.
