Investigators allege they were taught tactics for breaking through police cordons, methods of resistance, and the use of batons and firearms. Moldovan police stated that some of the detainees had been trained inside Moldova itself, while only those instructed by Russian citizens were sent to Serbia. The Moldovan Intelligence and Security Service reported that the operation was coordinated by a handler who presented himself as an officer of a Russian special service under the alias "Bes." It is also reported that a GRU (Russian special services) officer was involved in the coordination, using a criminal network for recruitment.
