it works but it’s not eficient, you waste more battery from the flashlight than what oh charge on the solar panel, also, it only works if the flashlight has an halogen lamp, it won’t work if it’s a LED light bulb.

That's not Solar panel is charged, it's LDR sensor nearby the panel which used to turn on/off the Street lights automatically, when light applied on sensor it will turn of the Bulb, when no light it lights the Bulb.
