I know that mall, it's Valley Plaza in Bakersfield, CA. And I know it's not ghosts because those same laughs come from one of the kids rides, I've heard the laughs when I go past those kids rides, I think it’s the school bus ride that makes those noises.

I saw no person, there's a chair close to where he's pointing, and the sound has something electronic in it, so, maybe something left on somewhere, either this is a hoax or he is the worst security guard ever.

That looks like the mall in bakersfield ca.... its on ming ave... they say alot of places on ming are haunted and kids can be heard often... I work at a home depot on ming ave and people say they heard kids playing and laughing all the time by themselves at night

A friend of mine repairs Children rides. When you put a coin these rides are meant to run for a few minutes and stop. If the coin mechanism gets faulty over a few years or time, these rides start automatically giving spooks at night. Its a faulty ride which needs fixing!
