This is called Transient Lunar Phenomenon (TLP) and it has something to do with the civilization that lives inside the moon

It might not be take. So called Transient Lunar Phrnomena have been observed for centuries. Not sure what could cause this but it might just be one more entry in that ledger. Could be a series Of small impacts on a crater wall.

The lunar surface is 100x drier than the Sahara desert. There's no "earthing". And the lunar atmosphere is essentially a vacuum, 0.3nPa, 333 trillion times less dense than Earth. And it is being bombarded by charged particles, so that is probably an electrostatic discharge.
