Rwanda ... Is Not Choosing Sides in Congo. It Is Preventing Another Genocide. When people talk about the crisis between the Democratic Republic of Congo and Rwanda, they often start from the map. Borders. Sovereignty. Diplomacy. Rwanda starts somewhere else. It starts from memory. Rwanda has been very clear about one thing: its security cannot be understood as beginning at its borders. Not because Rwanda seeks influence. But because history taught it … brutally … what happens when threats are allowed to grow just beyond them. In 1994, the Genocide against the Tutsi unfolded under the watch of the United Nations Security Council, the most powerful states on earth. They were warned. They did nothing. More than a million people were killed in just one hundred days. And still, nothing was done to stop it. But what is even less discussed… is what happened after. The perpetrators were not dismantled. They were not neutralized. They fled, largely into eastern Congo, reorganized, rebranded, and continued their project. And they have been doing so… for three decades. In 1994, the Genocide against the Tutsi unfolded under the watch of the United Nations Security Council, the most powerful states on earth. They were warned. They did nothing. More than a million people were killed in just one hundred days. And still, nothing was done to stop it. But what is even less discussed… is what happened after. The perpetrators were not dismantled. They were not neutralized. They fled, largely into eastern Congo, reorganized, rebranded, and continued their project. And they have been doing so… for three decades. This is not abstract history for Rwanda. It is lived experience. Between 1994 and 1999, genocidal forces operating from Congolese territory launched an insurgency aimed at finishing what they had started. Civilians were killed. Genocide survivors were targeted. Schools were attacked. Children were separated by ethnicity and murdered. This was not theoretical insecurity. It was existential. Today, many observers argue that the FDLR is weak … that its numbers have declined. But numbers are not the point anymore. The threat has evolved. What we are witnessing now is not the FDLR as a fugitive militia hiding in forests. It is the FDLR as a state-embedded actor. Through the Wazalendo framework, genocidal forces have gained access to weapons, logistics, intelligence, and political protection. They have positioned themselves as the ideological and operational core of a much larger armed ecosystem. This is a system-level threat. And that distinction matters. When Rwanda’s Ambassador in Washington explained this security reality before the U.S. Congress, some rushed to claim it was proof that Rwanda supports AFC/M23. That conclusion is wrong. Explaining a threat is not the same as endorsing a political movement. Security analysis is not political sponsorship. Rwanda is not choosing sides in Congolese politics. It is not seeking to determine governance outcomes in the DRC. And it does not endorse armed groups as substitutes for inclusive governance. Its concern is singular: preventing the re-emergence of a genocidal cross-border insurgency. Reducing this to accusations of “backing rebels” may be convenient … but it avoids the real question: Why are genocidal forces being tolerated, protected, and integrated into state-sanctioned security structures in the first place? We have seen this movie before. In Sudan, militias empowered by the state turned into the Rapid Support Forces — and the country collapsed into civil war. In Ethiopia, reliance on irregular armed groups produced fragmentation and prolonged violence. In Libya, revolutionary militias destroyed the state they were meant to protect. The DRC is now walking the same path. But with one crucial difference: here, the ideological core of this mobilization is genocidal. And Rwanda knows what that means. Because Rwanda rebuilt itself while carrying open wounds, in its own flesh. While reconstructing its social fabric. While choosing reconciliation over revenge. And it did so largely alone. No one came in 1994. No one dismantled the genocidal networks afterward. No one protected Rwanda for the last thirty years. So today, no one can credibly tell Rwanda that it must outsource its survival. Rwanda is not choosing sides in Congo. It is preventing another genocide. And until genocidal forces are dismantled … not explained away, not rebranded, not absorbed … Rwanda will continue to act on the lesson history imposed upon it: “Never again” is not a slogan. It is a responsibility.

In good faith Rwanda went to Washington DC while having have informed what was going on with the massive pilling up of troops coming from Burundi, mercenaries, FARDC and all the FDLR & Wazalendo… and what would happen in Uvira … it’s on record, “they” can’t deny it. So when Uvira fell… they created a narrative “Rwanda insulting President Trump and defied Washington” Yet Rwanda had forewarned about Uvira 2 months before signing the Agreements. Yet initially Rwanda believed in good faith the initiative to resolve the different levels of the Agreements, political, security, economical… US, Rwanda, DRC and the region… “Little did we know, we had actually been setup for something else … because in the middle of it…” suddenly they came up with “you know what we want to achieve: no M23, no FDLR and we just walk to the mines.” But … without dealing with the root causes, how do you think you can wish that away? “Because we can!” Then the mercenaries came in (the 2nd round of mercenaries) and it was suddenly to finish M23. Not FDLR. They work with them.. and the government All these facts are known. The reality of geopolitics is that there are those who think “what truth should be and what should happen and the rest all you should do is to shut up .” Today if you raise an argument, they say “you know what, I’m going to sanction you!” That is the argument. But.. In the recent weeks and months, you’ve heard of the killings and fighting that is going on in Minembwe, home of Banyamulenge… what is disturbing, when we were telling what was on the ground going on, people being killed in markets, in churches … what was disturbing, is that in that same conversation … someone said “don’t bring that up, it’s none of your business.” Meaning: “those people being killed because of their identity, for what they are, is none of your business. You shut up, we are going to kill them anyway.” They didn’t even say “are you sure they are being killed?” Or “are you creating a story?” No just “it’s not of your concern” … “If it’s not mine, maybe it should be yours? Why are you not concerned, things keep on getting worse?” And where we are now: “remove your defence measures! We are associated with the government and the FDLR, in exchange we get what we want… just shut up!” This is what we are being told… “But making people shut up, just shut up! I think this is going to be a problem … more difficult than what people think … it’s saying “we will support the people who are coming to kill you or like they killed you last time… we will handle it the way we want, so shut up!” Well, I only shut up when I am dead! My take: Now we know, they want a remake like what they did with their own Natives, they want the land and the minerals without the People whose land it is… They have no problem to organize a remake of the 1994 scenario, and they don’t even hide their intentions anymore… it’s their deep endgame. Let them come again with their “gospel” of “Values” … it’s only a machine to make money… 💰

Yes, indeed, this is lawlessness by any standard. Even by banana republic standards, this is still lawlessness. Your country has a constitution, it has a government, it has a police service, and it has a ruling party. I am sure you can see that some of the people there are actually wearing ruling party T-shirts. It is lawless regardless of whoever does it. It is an embarrassment to South Africa as a country, what you are doing and what you are encouraging people to do. Your country has an immigration service. If people are in your country illegally, they should be arrested and deported through lawful processes. You do not go around destroying property, tearing down markets, and attacking people. It is illegal regardless of whoever does it. It is not illegal because I have said so. It is illegal because the laws of your country make it so. This is vigilantism, pure and simple, and it is tainting the reputation of South Africa, not only across Africa but across the world. If you have got satellite television in your home, you can see that these actions are being reported everywhere. It is not good for your country. This kind of barbarism undermines the rule of law, fuels division, and damages South Africa’s standing as a constitutional democracy. It is the actions of a few that are tainting the reputation of many. The average South African is not mindless like this. They respect the law, and they respect the fact that among them, in their communities, there are people from other countries. If those people are in the country illegally, you report them and the law takes its course through proper processes of arrest and deportation. You do not descend into mob justice, lawlessness, and destruction. That is not who South Africans are, and it must not be normalised.

Like all Africans and beyond, I am deeply saddened by the situation in the Eastern Congo. I want to pass my condolences to South Africa on the death of its soldiers who have died in pursuit of peace in the DRC, and everyone who has been killed by this crisis. Today I took time to understand the issues and the root cause of the Great Lakes crisis, you can’t understand it all in a day. I am not an expert on the Great Lakes, but I found two insightful videos featuring Tanzania’s founding father, Mwalimu Julius Nyerere, and former South African President Thabo Mbeki explaining it. Both leaders were actively involved in efforts to address the Great Lakes issue, with Nyerere engaging as far back as 1992 and earlier. The problem can be traced back to 1885 during the Berlin Conference, where Africa was partitioned among European colonial powers and borders were drawn regardless of ethnic sensitivities. Belgium, the colonial power in the DRC, and Germany, the colonial power in Rwanda, drew borders that divided the Rwandan Kingdom, incorporating parts of it into what is now the DRC. As a result of this partitioning, the Banyarwanda (including the Banyamulenge) ended up living on both sides of the border—in Rwanda and the DRC. Just like the Tswanas in South Africa and Botswana. Despite being Zairean (Congolese) citizens, the Banyarwanda in the DRC were often treated as foreigners by successive Congolese governments, and they faced significant discrimination. The situation worsened after the Tutsi genocide in Rwanda in 1994 which was carried out by the Hutus, when perpetrators of the genocide fled into the DRC, particularly to areas where Congolese Banyarwanda lived. These perpetrators formed a militia called the Democratic Forces for the Liberation of Rwanda (FDLR). The FDLR, which opposes the current Rwandan government, was later incorporated into the Congolese army, causing Rwanda to view their presence in Eastern Congo as a significant security threat. Rwanda objected to the persecution of the Congolese Banyarwanda by the Congolese Government and the FDLR in the DRC. Rwanda’s said its involvement in the DRC is rooted in its efforts to neutralise the FDLR and protect its national security, as well as to address the marginalisation of the Banyarwanda in Eastern Congo. However, this involvement has also sparked significant controversy and accusations of resource exploitation and destabilisation by the DRC. The M23 (March 23 Movement) originated from the National Congress for the Defence of the People (CNDP), a Tutsi-led rebel group in the DRC that operated in the mid-2000s. The CNDP was mainly focused on protecting the rights of Congolese Tutsis (Banyarwanda) who faced discrimination and violence, particularly after the 1994 Rwandan Genocide. Reports by Human Rights Watch in October 2022 revealed that the Congolese military supported the FDLR in their military operations against the M23 rebel group. At the same time, the Congolese government has accused Rwanda of supporting the M23 militarily. Currently the conflict involves the M23 and the Congolese army, with the DRC accusing Rwanda of deploying its troops on Congolese soil. As Nyerere points out in the video, the Zairean government stripped the Banyarwanda in the Congo of their citizenship, rendering them stateless. However, they are Congolese due to the colonial borders. What is clear is that this crisis is not an overnight problem, it has been there for decades, long before both Presidents Paul Kagame and Félix Tshisekedi were in power. What is lacking is leadership from the region and the continent to help both countries resolve this crisis once and for all. It is like a volcano that has been erupting periodically, the crisis is crying out for a modern day Nyerere or Mbeki. It is now unrealistic to expect Presidents Kagame and Tshisekedi to invite each other for coffee, it needs someone with gravitas to invite them. This crisis has no military solution except dialogue.

It is a shame and an embarrassment that Rwanda is represented in America by a woman who has no shame about lying in public like Mathilde Mukantabana 1️⃣Linking the sanctions that America imposed on the Rwanda Ministry of Defence to the genocide against the Tutsi in Rwanda is so disgusting. Stop using the families of innocent victims in the atrocities you commit. We all know that those sanctions stem from Kagame using the #RDF to steal mineral resources through the wars he constantly sparks in the eastern Congo by invading their border. 2️⃣Saying that Rwanda is blamed for #M23's killings and playing the victim by claiming you are being treated unfairly contradicts the document you wrote yourself, which states that Rwanda collaborates with, works with, and supports #M23. 3️⃣Saying that there are Americans who are your friends supporting you and that you are discussing lifting the sanctions is nonsense. Sanctions were enacted through executive authorities and cannot be canceled by individuals or private entities. Please stop, we are not stupid to be fooled by that . Paul Kagame’s regime problem and their supporters is that because you know they intimidated Rwandans,where anyone who speaks out is killed, they mistakenly think everyone must listen to them and stay silent.
