Secretary Pompeo, my thoughts. To End the War in Ukraine 1) The US must normalize relations with Russia, to include reopening the US embassy in Moscow and having daily communication with the Russian government. 2) Officially recognize Crimea as part of the Russian Federation. a. Crimea has been under Russian control since 2014 and incorporated into the Russian Federation. Russia will not sacrifice control of Crimea. The peninsula must be conceded for peace talks to begin. 3) Hold elections in Ukraine, monitored by officials from European countries and from Russia. a. Elections in Ukraine are overdue. New elections must be held and the neighboring international community, who are in no small part stakeholders, must monitor the elections to ensure legitimacy. b. Elections monitoring must include both European officials and Russian officials. c. Russian monitors must be included in the process so that the voting rights of ethnic Russians are given reassurance. d. A balance of European and Russian monitoring will aid to legitimacy that the elections are not being corrupted by external political forces or internal criminal influences. 4) Allow elections of self-determination in the Donbas, monitored by officials from European countries and from Russia. a. The Donetsk and Luhansk districts, and other districts of the Donbas that wish self-determination should be allowed to hold internationally monitored elections to vote on the issue of independence. Donbas has been the primary battlefield since 2014, and the right to independence is a key issue in moving the peace process forward. b. Under organized and legitimate elections, if districts of the Donbas wish independence, both sides must agree to the outcome. c. If independence is elected, the new independent states must give guarantees that they will not join the Russian Federation but will remain a sovereign territory independent of Russia. 5) Demilitarize the Donbas and establish international peacekeeping monitors in the Donbas for the next ten years. a. Districts of the Donbas electing independence must demilitarize. b. Must refuse the deployment of armed forces of other states on its territory. c. Must declare neutrality as a founding principle of their government articles. d. Must accept the presence of unarmed international monitors for a period of no less than ten years. 6) Negotiate a shared resource deal between Russia and Ukraine for contested natural resource rights in the Black Sea. a. All Ukraine-Russian contested areas of natural resources rights must be negotiated openly and disclosed to the international community. b. These negotiations must be finalized in an international treaty with signature witnesses. 7) Formalize a non-aggression treaty between Russia and Ukraine. a. A formal non-aggression treaty between Russia and Ukraine must be established. b. A state of neutrality between Ukraine and Russia must be agreed upon. 8) Allow western Ukraine the right to seek NATO membership. a. Ukraine must agree to meet, at an agreed future date, an economic commitment in defense spending. b. Ukraine must agree, under international monitoring, to purge oligarch influence over the government of Ukraine. c. A special condition of Ukraine joining NATO would negate Ukraine from being subject to the Article 5 obligation of the NATO agreement in regard to Russia. Ukraine must remain neutral in regard to Russia. d. In the event that Russia were to break the state of neutrality with Ukraine and initiate hostilities on Ukraine, NATO would be obligated to act on the Article 5 obligation in defense of Ukraine. 9) Form a European Commission for the Reconstruction of Ukraine. a. Russia will pledge economic aid in the rebuilding of Ukraine.
