This is very sad chale. We don’t normally care about these people’s daily struggles and survival, so do we prevent them from getting employed when they qualify

That's the right thing to do and I think the officer is not wrong. He is also doing his job. Regardless, I think something must be done to remedy this situation. I think the government can help pass laws to employ them; put them on payroll even if their contribution is minor.
