A public hearing was held into NDIS integrity yesterday - here’s what we know so far: - Almost $4bn was lost last year alone (but this is only a statistical estimate based on limited criminal investigations) - 90% of the smallest 1,000 plan managers showed indicators of fraud -... Organised crime, both local and offshore, are harvesting NDIS packages and recycling the funds into other illegal activities - Some staff within the government agency have been involved in fraud - The scheme’s rollout was rushed, payment claims were largely unverified, and integrity resources were not commensurate with the scale of funding Here’s the NDIS integrity chief talking about how a lot of these issues have been seen in government programs before and continue to be repeated as new programs are setup. Has any politician or bureaucrat responsible for the setup and rollout ever been held accountable for the likely 10s of billions of dollars of losses? No. So how can we trust this will be cleaned up properly and future programs won’t be defrauded if there’s no accountability for the individuals involved? We can’t.show more

In this session I talked about the fact that companies who have gone bust, owing taxes and super, are still receiving payments from the NDIS and are allowed to sign on. Why is the government continuing to let this happen? The governance of billions in taxpayer dollars is still completely shot despite the scheme being established 13 years ago. Even worse, the definition of 'fraud' is being moved around to make the official government figures look better. Payments are being made to people who should never be allowed to receive taxpayer funds. We need to sweep a broom through the entire NDIS.

During a February Judiciary hearing on fraud, I warned the governor of Minnesota and state officials of the consequences of shutting down investigations into allegations of fraudulent activity within government funded programs. I’m glad that swift action has been taken by the Trump Administration to stop these scams. We have seen daycare facilities that don’t provide daycare, healthcare funding going to services that were not provided, and state and federal funds meant to feed children that instead went into the pockets of scammers to buy new homes and luxury cars. The task force’s excellent work will end the rip-off of the American people that has been enabled for far too long.

The NDIS will destroy us all if we let it, and it will take the poor and the disabled with it. The NDIS is destroying productivity at a scale never seen before in this country and we're borrowing from the future in order to consume in the present, impoverishing ourselves as seen in our declining standards of living. What's the answer? To abandon the disabled? No, of course not. The answer is to deal with the cost of government and the cost of living so that disabled people and their families are better able to take care of themselves, with community support for those in greatest need, because the cost of living is manageable, taxes are minimal, and community support is available.

The scheme was originally set up to care for the severely disabled, but it has since been abused and the cost has already reached $50 billion a year, on track to reach $100 billion. We are holding accountable the states and individuals that have abused the system, while partnering closely with the states that actually want to help us restore integrity and transparency. It is no coincidence that many of the states leading the way are strong conservative states committed to fiscal responsibility and program integrity. We have already accomplished a great deal, but there is still much work to do. Under President Donald J. Minnesota DHS, the agency responsible for allowing fraud to continue unchecked in Minnesota, is using a bogus KSTP article to downplay the scale of the fraud to the public. This is just shameless. Tom Hauser uses a lack of convictions as “evidence” that there is less than $1 billion in fraud without acknowledging that convicting fraudsters takes time. A lack of convictions less than one year after the magnitude of the problem was announced cannot show the true scale of the fraud - especially when our Attorney General secretly meets with fraudsters and pledges to help them. How much time would it take you to prosecute $9 billion in fraud, Tom? Less than one year? This is even acknowledged by Joe Thompson in the press conference that KSTP references in the story but doesn’t even link to. Some quotes from the press conference: “The fraud is not small. It isn’t isolated. The magnitude cannot be overstated.” “It’s a staggering, industrial-scale fraud.” “The magnitude of the fraud in Minnesota cannot be overstated. It’s staggering amounts of money that have been lost.” “Every day we look under a rock and find a new $50 million fraud scheme.” “Our problem is unique.” “We’re prosecuting what we can. This is far beyond the capability of a group of prosecutors.” And finally, when asked how much of the $18 billion spent on just 14 high-risk programs in the last few years is fraudulent: “I don’t make these generalizations in a hasty way.
