لاہور میں پیش آنے والا یہ واقعہ محض ایک پٹرول پمپ کے ملازم پر مبینہ تشدد کا معاملہ نہیں بلکہ پاکستان میں قانون کی عملداری اور انصاف کے نظام پر ایک بڑا سوالیہ نشان ہے۔ جب کوئی بااثر شخص اپنی دولت، حیثیت یا طاقت کے بل بوتے پر ایک عام محنت کش کو خوفزدہ کرنے یا تشدد کا نشانہ بنانے کی کوشش کرتا ہے تو اس سے یہ تاثر مضبوط ہوتا ہے کہ معاشرے میں قانون کی گرفت سب کے لیے یکساں نہیں رہی۔ پاکستان کا آئین تمام شہریوں کو قانون کے سامنے برابری کی ضمانت دیتا ہے۔ آئین کا آرٹیکل 25 واضح طور پر کہتا ہے کہ تمام شہری قانون کی نظر میں برابر ہیں اور انہیں یکساں قانونی تحفظ حاصل ہے۔ اگر اس آئینی اصول پر حقیقی معنوں میں عمل درآمد ہو تو نہ کوئی طاقتور شخص خود کو قانون سے بالاتر سمجھے اور نہ کسی غریب یا محنت کش کو اپنی عزت، جان اور تحفظ کے بارے میں خوف محسوس ہو۔ اصل مسئلہ یہ ہے کہ جب قانون کے نفاذ میں کمزوری نظر آتی ہے، مقدمات برسوں لٹکتے رہتے ہیں اور بااثر افراد احتساب سے بچ نکلتے ہیں تو معاشرے میں یہ سوچ جنم لیتی ہے کہ دولت اور طاقت قانون سے زیادہ طاقتور ہیں۔ یہی سوچ پھر ایسے واقعات کو جنم دیتی ہے جہاں بعض لوگ قانون کو اپنی ذاتی جاگیر سمجھنے لگتے ہیں اور عام شہریوں کے حقوق کو پامال کرنے میں کوئی جھجھک محسوس نہیں کرتے۔ اگر عدالتیں، تحقیقاتی ادارے اور قانون نافذ کرنے والے ادارے مکمل آزادی اور غیر جانبداری کے ساتھ کام کریں، اور ہر شہری خواہ وہ امیر ہو یا غریب، ایک ہی معیار کے تحت جوابدہ ہو، تو نہ صرف ایسے واقعات میں کمی آئے گی بلکہ عوام کا ریاستی اداروں پر اعتماد بھی بحال ہوگا۔ ایک مہذب معاشرے کی پہچان یہ نہیں کہ وہاں کتنے امیر لوگ موجود ہیں، بلکہ یہ ہے کہ وہاں ایک عام مزدور، پٹرول پمپ کا ملازم، ریڑھی بان یا مزدور بھی خود کو اتنا ہی محفوظ محسوس کرے جتنا ایک بااثر اور دولت مند شخص۔ قانون کی اصل طاقت تب ہی ثابت ہوتی ہے جب وہ کمزور کو تحفظ اور طاقتور کو جوابدہی کے دائرے میں لائے۔
