That's the normal doing. I was shocked these coach caretakers clean floor and empty all dustbins MULTIPLE times on tracks from moving train. When I confronted one, he said no station accept the garbage.

the problem with you is not that such things are happening under your ministry (it’s been happening in India forever), the problem with you is that you never take actions. Never Railway tweets that so and so action has been taken regarding this or that. We have seen countless videos of anarchy, hooliganism and crimes too. But classic ineptitude by NO ACTION. It was better before you. You spoiled the culture. Here your inaction is in complete contradiction of @narendramodi ji’s Swacch Bharat Abhiyan.
