Now, two of its most powerful security agencies appear to have turned their weapons on each other in the streets of Kyiv. Overnight video showed armed personnel surrounding vehicles as shouting and repeated gunfire echoed through the capital. The confrontation involved the SBU, Ukraine’s domestic security service, and the GUR, its military intelligence agency. The equivalent of the FBI and CIA engaging in an armed standoff in Washington, D.C. The clash reportedly followed the detention of Stepan Kaplunov, deputy commander of the Russian Volunteer Corps, a unit of Russian citizens fighting for Ukraine under the umbrella of military intelligence. The SBU says it was conducting an operation tied to an alleged Russian-backed assassination plot when its officers came under fire and returned fire. GUR officials, however, have condemned the operation as the abduction of military personnel. Zelensky has ordered both sides to stop and promised an investigation. But one fact remains: Ukraine’s domestic security and military intelligence services were involved in a violent confrontation inside the capital during a war the country says is existential.
