No in the US I was not taught that way. You add 5 + 3 you get eight and then you multiply 8 * 8. The way you wrote it down I've never seen that way before but then we've been dumbing down the United States for a while so let's make it more complicated.

Basic rule apply formulas only if there are variables. Otherwise simplification is the basic rule . Addition dollowed by multiplication is simplification here

No American I've ever known would approach that problem that way. We were taught to solve the parenthetical expressions first, as I'm sure everybody else on the planet is taught.
