Gandalf, whose true name is Olórin, is a Maia of the Ainur; in essence, an immortal spirit. During his battle with the Balrog in Moria, his physical body, his old man guise as an Istar, was destroyed, meaning what we call “death” for him was only the end of his physical form. His spirit was cast beyond time and space, outside the bounds of Arda. At this point, it is not the Valar who intervene.
