PCG DEPLOYS VESSELS AND AIRCRAFT TO BAJO DE MASINLOC IN RESPONSE TO CHINESE HARASSMENT Following reports of harassment by Chinese Coast Guard vessels and the Chinese Maritime Militia against Filipino fishermen on March 17, the Philippine Coast Guard (PCG), in close coordination with the Bureau of Fisheries and Aquatic Resources (BFAR), has immediately deployed surface vessels to Bajo de Masinloc (BDM). The mission is to ensure the safety and security of Filipino fishermen and to deliver essential support, including fuel subsidies, ice, and food packs. Fishermen who witnessed the incidents have documented dangerous maneuvers by Chinese Coast Guard vessels 21605, 3107, and 3103, as well as Chinese Maritime Militia vessels. These actions included the repeated use of sirens and the launching of Rigid Hull Inflatable Boats (RHIB) specifically intended to drive Filipino fishermen away and prevent them from exercising their legitimate right to fish in Bajo de Masinloc. This morning, PCG Commandant Admiral Ronnie Gil Gavan directed the deployment of a PCG aircraft for a Maritime Domain Awareness flight over BDM. The flight confirmed a significant presence of both Filipino fishermen and Chinese maritime forces in the area. The aircraft documented the five (5) Chinese Coast Guard vessels, three (3) People’s Liberation Army Navy (PLAN) vessels, and two (2) Chinese Maritime Militia vessels. It also verified the presence of more than twenty (20) Filipino fishing boats operating in the vicinity of BDM, along with the continued presence of yellow buoys installed by China since last year. During the flight, the PCG aircraft actively challenged the illegal presence of CCG and PLAN vessels in Philippine waters. Notably, this was the first time a People’s Liberation Army Air Force asset challenged a PCG aircraft. The aircraft further documented the PCG and BFAR surface vessels currently en route to respond to the ongoing Chinese aggression. The Philippine Coast Guard remains steadfast in upholding President Ferdinand Marcos Jr.'s commitment to ensuring the safety and welfare of Filipino fishermen. Despite the challenges posed by China’s numerous larger vessels, the dedicated men and women of the PCG stand resolute in their mission to safeguard our sovereignty, sovereign rights, and jurisdiction in the West Philippine Sea peacefully in accordance with national and international law including the Philippine Maritime Zones Act, UNCLOS and the 2016 Arbitral Award.

Statement of the Philippine Coast Guard “CCG ILLEGALLY BLOCKS PCG HUMANITARIAN MISSION” Today, the Philippine Coast Guard (PCG) undertook a humanitarian mission involving the BRP Cabra and BRP Cape Engaño, aimed at delivering vital food and supplies to our personnel stationed aboard the BRP Teresa Magbanua, on extended patrol in Escoda Shoal. Unfortunately, during this mission, the People's Republic of China (PRC) deployed an excessive force comprised of a total of forty (40) vessels including six (6) Chinese Coast Guard (CCG) vessels, three (3) People’s Liberation Army Navy (PLAN) warships, in an attempt to obstruct our lawful humanitarian operation. There were also thirty-one (31) Chinese Maritime Militia (CMM) Vessels in the vicinity waters of Escoda Shoal. Such actions resulted in our two 44-meter Multi-Role Response Vessels (MRRV) being unable to safely deliver essential supplies, including a special ice cream treat from the Commandant in honor of National Heroes’ Day. The PCG remains steadfast in our commitment to uphold national interests and ensure the safety and security of our waters. We urge the China Coast Guard to abide with the international law and stop deploying maritime forces that could undermine mutual respect, a universally recognized foundation for responsible and friendly relations among Coast Guards. The PCG recognizes that white hulls are unique instruments of diplomacy that promotes peace and maintain harmony and stability in the region.

Operation Amistad - Responding to the devastating earthquake that struck northern Venezuela, the two Indian Airforce C17s transited through Abidjan enroute to Venezuela carrying 35 T of relief equipment, an Indian Army Field Hospital contingent and two BHISHM cubes. The contingent comprises 41 personnel, including nine medical officers, and is equipped to provide emergency medical care, trauma management, life-saving surgical support and other essential healthcare services to those affected by the earthquake. The team is carrying approximately six tonnes of medical stores and humanitarian relief supplies provided by the Ministry of External Affairs. In addition, one of the two aircraft is transporting a BHISHM Cube (Bharat Health Initiative for Sahyog, Hita & Maitri) under India’s Aarogya Maitri Project. The BHISHM Cube is a state-of-the-art, indigenous, rapidly deployable modular medical facility designed specifically for disaster and humanitarian response. Comprising compact, self-contained medical modules, it can be quickly assembled into a fully functional field hospital capable of delivering advanced trauma care, emergency surgeries, intensive care support and essential medical treatment for up to 200 patients. Equipped with portable ventilators, patient monitors, diagnostic equipment, surgical instruments, power generation and oxygen support systems, the BHISHM Cube significantly enhances India’s capability to provide swift and effective medical assistance during humanitarian crises anywhere in the world. STATEMENT OF THE NATIONAL TASK FORCE FOR THE WEST PHILIPPINE SEA 9 December 2023 Manila, Philippines The National Task Force West Philippine Sea (NTFWPS) vehemently condemns the illegal and aggressive actions carried out by the Chinese Coast Guard and Chinese Maritime Militia against the civilian Bureau of Fisheries and Aquatic Resources (BFAR) vessels Datu Sanday, Datu Bankaw, and Datu Tamblot today during a regular BFAR humanitarian and support mission of providing oil subsidy and grocery packs to over 30 Filipino fishing vessels near Bajo De Masinloc in the West Philippine Sea. As of this reporting the mission is on-going. Based on the reports received, as the BFAR vessels approached 1.4 to 1.9 nautical miles from Bajo de Masinloc, the Chinese Coast Guard ships utilized water cannons to obstruct and prevent BFAR vessels from approaching the Filipino fishing vessels eagerly awaiting the oil subsidy and grocery packs. The water cannons had been used at least eight (8) times at the time of reporting. Additionally, the Chinese Maritime Militia vessels are reported to have engaged in dangerous maneuvers and deployed what is understood to be a Long-Range Acoustic Device (LRAD) against the BFAR vessels - causing severe temporary discomfort and incapacitation to some Filipino crew. Water cannon action have resulted in significant damage to BFAR vessel Datu Tamblot's communication and navigation equipment, as it was directly and deliberately targeted by the China Coast Guard. The Task Force likewise denounces the deployment of Rigid Hull Inflatable Boats (RHIBs) to disperse and drive away Filipino fishing vessels eagerly awaiting the distribution of fuel subsidies and food supplies from the BFAR ships. To prevent the distribution of humanitarian support is not only illegal but also inhumane. Moreover, Filipino fishermen have reported and documented the Chinese Coast Guard launching a small boat early this morning to illegally install a floating barrier at the southeast entrance of Bajo De Masinloc. The actions of Chinese Coast Guard and Chinese Maritime Militia hindered the BFAR vessel from accessing the entrance of the shoal. We stress that Bajo de Masinloc is a high-tide feature with territorial sea, per the 2016 Arbitral Award. It forms an integral part of the Philippine national territory under the Constitution. The Philippines exercises sovereignty and jurisdiction over the shoal and its territorial sea. The 2016 Arbitral Award has also clarified that Filipinos have traditional fishing rights in the water of Bajo de Masinloc protected by international law. China's illegal exercise of maritime law enforcement powers, interference with Philippine vessels, harassment and intimidation of Filipino fisherfolk, or any other activity that infringes upon the Philippines' sovereignty and jurisdiction in Bajo de Masinloc are violations of international law, particularly UNCLOS and the Arbitral Award. We firmly insist that these Chinese vessels leave Bajo de Masinloc immediately. We demand that the Chinese government take immediate action to halt these aggressive activities and uphold the principles of international law and desist from actions that would infringe on Philippine Sovereignty and endanger the lives and livelihood of Filipino fishermen who have traditionally fished in the area. The NTF-WPS remains committed to protecting the sovereignty and territorial integrity of the Philippines in the West Philippine Sea.

PCG Implements Kadiwa Operation in Bajo de Masinloc and Offers Assistance to CCG Following Maritime Incident In response to the presence of around 35 Filipino fishing vessels in Bajo de Masinloc, the Philippine Coast Guard (PCG) deployed the BRP Teresa Magbanua and BRP Suluan, along with MV Pamamalakaya, early this morning to carry out the “Kadiwa Para sa Bagong Bayaning Mangingisda (KBBM)” initiative. During the operation, Philippine vessels and fishermen encountered hazardous maneuvers and blocking actions from other vessels in the vicinity. In particular, the MRRV 4406 was targeted with a water cannon, but the seamanship skills by PCG crew members allowed the vessel to successfully evade from getting hit. In a related incident, a collision took place between China Coast Guard (CCG) vessel 3104 and People's Liberation Army Navy (PLA Navy) ship 164, approximately 10.5 nautical miles east of Bajo de Masinloc. The CCG 3104, which was chasing the BRP Suluan at high speed, performed a risky maneuver from the PCG vessel's starboard quarter, leading to the impact with the PLA Navy warship. This resulted in substantial damage to the CCG vessel's forecastle, rendering it unseaworthy. Following the collision, the PCG immediately offered support, including assistance with man-overboard recovery and medical aid for any injured CCG crew members. Meanwhile, the MRRV 9701 safely escorted the Filipino fishermen to a secure location, where they are now being provided with essential fuel and supplies. The Philippine Coast Guard reaffirms its dedication to safeguarding all maritime operations in the area and wishes for the swift recovery and proper treatment of any affected CCG personnel.

Approx 70 dead bodies recovered by Army column Two additional Army Columns air lifted from Trivandrum by Indian Air Force Air Craft AN 32 & C 130 landed at Calicut at 10:30 PM last night. These columns commenced their onward journey to #Wayanad at 6:45 AM today, with even an Army Officer on leave volunteering to join the mission. Engineer Task Force from the Madras Engineer Group and Centre arrived on-site at 02:00 AM. A class 24, 170 Ft bridge is planned to be erected at Chooralmala. Reconnaissance at Meppadi-Chooralmala Road underway. Essential bridging assets to include three sets of Bailey Bridges, JCBs and TATRA trucks, are en route to #Wayanad and likely to reach by 02:00 PM Furthermore, bridging assets from Delhi, along with three sniffer dogs, have been airlifted by the Indian Air Force Aircraft C 130 and are expected to reach #Kannur shortly, with subsequent road movement to Wayanad being coordinated with civil administration.
