The question is simple, the answer however is difficult because it would touch on "are they going to be allowed to do so", knowing how deep the rot goes and who would take the fall first without others following suit..? Her delayed response says a lot.

The fact that they are miniscule enough for them to arrest innocent people and the "Justice System" could not detact them right through till the Judge tells you something is wrong. So the question is misplaced. Elevate the question of empowering existing tools and cutting others.
