Fake NIRA Staff run out of luck: caught in flagrante delicto It started like any ordinary day at the Kampala Central Division Office: long lines, NIRA staff pacing up and down trying to maintain order, and wananchi clutching forms while waiting for their turn to pick their cards in the ongoing mass enrolment and mass renewal exercise. But behind the scenes, a low-budget crime movie was unfolding. Two men, dressed with the confidence of seasoned Registration Assistants and the smooth tongues of Abuja like con artists, had inserted themselves into the crowd. They whispered promises of “fast processing” and “quick card pickup,” moving from one hopeful face to another like Leonardo DiCaprio in Catch Me If You Can. All it would take, they said, was a little something for lunch. After all, connections don’t run on air. Unfortunately for them, Kampala Central is no cinema hall for fiction- citizens they targeted were sharper than expected and oblivious to them there was reinforcement at the center. Instead of opening their wallets, citizens opened their mouths — quietly tipping off NIRA officials. That tip-off triggered a response straight out of Mission: Impossible. A covert NIRA team melted into the crowd, blending in so well you’d think they were just more tired applicants waiting for their numbers to be called. The moment the fake officers sensed trouble, the script flipped. One tried to stroll away casually, as if late for an important meeting. The other attempted a Fast & Furious-style escape, forgetting that Kampala traffic doesn’t support chase scenes. Within seconds, the movie ended abruptly. No dramatic soundtrack. No heroic speeches. Just two men standing still, out of luck, and very much exposed. By the time reality hit, the masquerade was over. The “officers” were apprehended, their fast-track promises reduced to slow, unavoidable consequences. It was a familiar ending: the kind every con artist eventually gets — because in real life, scams don’t end with applause, they end with "toa viato, and handcuffs. NIRA reminds the public that Mass enrolment and mass renewal services are completely free of charge. There is no fast tracking, no special connections, and absolutely no middlemen. Anyone asking for money in exchange for NIRA services is a fraudster and should be reported immediately. The lesson from Kampala Central was loud and clear: scams may look clever at the start, but they always collapse in the final act. For the public, the message remains simple — stay alert, don’t pay a coin, and remember that at NIRA, huduma ni bure.
