📣 COMPLAINTS SCHEME FOR UNIVERSITY ACADEMICS IS NOW LIVE! Finally, academics, university staff and visiting speakers can take complaints directly to the regulator, the Office for Students (OfS), if they believe their free speech rights have been infringed. This was promised under the Higher Education (Freedom of Speech) Act 2023 (HEFSA), passed by the last Conservative Government. The complaints scheme was meant to come into effect on 1 August 2024, but in one of her first acts as Education Secretary, Bridget Phillipson paused the implementation of this vital free speech provision. Following the threat of legal action from the Free Speech Union and pressure from numerous academics, Ms Phillipson announced a partial U-turn. After months of dragging her feet, she finally announced the complaints scheme for university staff in April 2026. For keeping her word — eventually — the FSU thanks her. At the Free Speech Union, we have dealt with countless academics who have been hounded out of their jobs, ostracised by their peers and penalised for expressing lawfully held views. This has been a disaster for free speech and academic freedom on campus. While the FSU very much welcomes this move, the battle for free speech on campus is far from over. Unlike under the original legislation passed by Parliament, students will not be able to use the complaints scheme.
