"Every 10 years, we have a census in our country, in which every single person living in India is recorded and their details are taken down. In that, for the last 70 years, we have always asked the religion of the head of the household. We have always asked language. We have always asked caste category, SC, ST or others. The only and in the case of SC and ST, we also in the census record the exact caste that they belong to. The only thing we do not do so far is to record the caste for those who are not SC or ST. So, when we say caste census is going to take place, it means that what has always been done in the case of SC or ST will now also be done in the case of OBC and in the case of those who are neither SC, ST or OBC. So for every single household, someone would come and say, what is your language? What is your religion? What is your caste? That is what caste census means. Why is it needed? Today, I have introduced a Constitutional Amendment Bill in the Parliament to amend the Constitution of India to provide for social diversity in the appointment of Judges to the Supreme Court and High Courts in proportion to the population of Scheduled Castes, Scheduled Tribes and Other Backward Classes; to bring transparency in appointments to the higher judiciary; to provide for the establishment of permanent Regional Benches of the Supreme Court at Chennai, New Delhi, Mumbai and Kolkotta ; to enhance the age of retirement of Judges of the High Courts from sixty-two years to seventy-five years; to further amend the Constitution to increase the quantum of reservation for the Socially and Educationally Backward Classes of citizens in proportion to their population as determined through caste census; to provide reservation in promotions with consequential seniority for the Backward Classes of citizens; and to empower State Governments to undertake caste census, and for matters connected therewith or incidental thereto. I think you will understand well now because it is not Julius Malema who is saying it, Whites run this country, 90% businesses in the JSE are owned by white people and 80% percent of the land in South Africa is in the hands of white people. They are in charge! You who chase away Zimbabweans saying they are immigrants, you are also an immigrant yourself because you have nothing to show that this land belongs to you, you live in a house owned by a bank, you have no title deed, you have no land of your own and you live in squatter camp yet you claim this Land belongs to you.
