Honourable Members, The Constitution empowers the President to appoint the National Director of Public Prosecutions without stipulating any criteria to that effect. Although there are no requirements in law to do so, I decided to constitute a panel to assist in the process of appointment of the next NDPP, in terms of calling for nominations, shortlisting candidates and interviewing the shortlisted candidates. This is similar to process followed when I appointed the current NDPP, Adv Shamila Batohi. This process is transparent and helps to build public confidence in a critical office. I selected a panel that would combine a variety of skills and experiences. These include public service administration, financial management, legal and jurisprudence, administration of justice, and promotion of equality and human rights. The panel I constituted that includes representatives from the National Executive, Chapter 9 institutions and legal bodies. I chose the heads of certain Chapter 9 institutions for the panel because these are independent bodies established to support and protect South Africa's constitutional democracy, the rule of law and human rights. They are required to always act impartially and subject only to the Constitution and the law, ensuring their decisions are made without fear, favour or prejudice. They are therefore well positioned to understand the qualities and capabilities expected of an NDPP. I have included legal practitioners in the advisory panel so that candidates are evaluated by people with experience in the legal and criminal justice system. In addition to their legal acumen, candidates must be able to demonstrate qualities and capabilities relating to leadership, strategic management, financial management, ethical leadership, and a broad understanding of the justice system. Based on their assessment, the panel will submit a shortlist of recommended candidates to me for consideration and appointment as empowered by the Constitution and the NPA Act. #RamaphosaQandA

If you still have that letter from prison submitted by Gen #Mkhwanazi to #Adhoc , read the part where Jermaine Prim alleges that #IDAC had been visiting prison several times to negotiate and promise Matlala a #plea deal. ‼️This week IDAC itself confirmed that it has been in discussions with Matlala "for a long time." Huh🤔 That naturally gets you to sit up and listen. Do we still dismiss the contents of that letter outright just because it's from a prisoner? Matlala is also a prisoner but the State believes he can tell SOME truth🤣 Do we still ask why Mkhwanazi believed there was some substance in a letter written by a prisoner to even submit it? Remember Mkhwanazi said he thought there could be substance in it because some of the things said by Prim are too priviledged for him (Prim) to have known. If IDAC has indeed been engaging with Matlala over an extended period, was the prisoner entirely WRONG na about those prison visits by IDAC, or does the letter contain elements that warrant closer scrutiny? A Muslim woman who was fasting was brutally tied up and beaten. When she asked for water, instead of giving her water, she was forced to drink a mixture of alcohol and urine. On February 25, 2026, during the month of Ramadan, Roshan Khatoon, a resident of Madhubani district in Bihar, was brutally beaten while she was fasting. She later died on March 1. According to the family, Roshan Khatoon had gone to the village head’s house to resolve a dispute, where she was tied to a pole and beaten with sticks. The family claims that when she asked for water while fasting, instead of giving her water, she was forced to drink a mixture of alcohol and urine. The family alleges that she was targeted because she was a Muslim and that this was done deliberately to humiliate her. Serious questions have also been raised about the role of the police after the incident. The family alleges that instead of taking her to the hospital in an injured condition, she was taken to the police station and a demand of ₹50,000 was made. In the case, 19 accused have been named, but so far only one arrest has been made. The family has accused the Bihar police of not taking the matter seriously and supporting the accused. It has also been stated that the accused have the backing of BJP and JDU. Even after one month of the incident, the postmortem report has not been released.
