It just looks like the knob wasn't installed correctly as it doesnt line up with the "Off, Cold, Hot" labels as you turn it. Someone just needs to pull it off and reattach it correctly.

I don’t know if you e gotten help with this yet, @KevOnStage, but this was installed incorrectly. When the water is off, the handle should be straight up pointing to the off sign on the dial. The lever should never pass the pull switch. Someone need to remove the dial plate and reposition the lever.
