I think he had a gun and he rose up off the car and she placed him back. If it was two male officers they could restrain him without the use of a taser, in theory. Then again most cops don’t know BJJ and that should be a requirement in law enforcment.

Needs more context but I see a small lady cop trying to keep control of her huge suspect. I’ve been razed before three times, once for training and it ain’t that bad. I’d say if the arresting officer was a big male this would be unnecessary but for a small female, it’s what she has to do to keep control of the situation. Also IF this is a known offender, that would make it more imperative for her to be forceful.
