Everyone will automatically think of israel, and perhaps be confused why Fine would propose something that would end israeli dual citizenship. So what's going on? Well, don't be confused—the first, highest loyalty of most jews is actually to world jewry, the international jewish nation. They could renounce or forego israeli citizenship according to Fine's bill, but they'd still be "dual citizens" pursuing jewish interests. Which means they'd still pursue israel's interests. Lol So what Fine's bill would do is eliminate competition from the non-jewish dual citizens in congress, which would only increase the jews' relative advantage over non-jews.
